To the Port Angeles person: Check the URL: http://www.skypub.com/comets/charts/marpm1.jpg for a finder chart for Hale Bopp in early March. It is well above the horizon on the 13th after sunset, so that should not be a problem. You might want to move your star party a few days earlier or later, though, because you will be fighting an almost first quarter moon. The moon will wash out the comet's tail and make it much less impressive. The best dates to avoid moonlight in the early evening would be either before March 8 or after March 23.
